Francis T. Driscoll was born on 19 October 1942 in Cedar Valley, IA and moved to Tipton in 1954.  He graduated from Tipton High School in 1962. Francis went to basic training in Fort Jackson, SC on 27 May, 1964 and went on to attend medical training in Fort Sam Houston, San Antonio, TX ending 25 October, 1964. He was deployed to Muscatine, Iowa in the spring of 1965 for two weeks flood duty on the Mississippi River. In the late 1960’s he received Riot Training during weekend drills in Iowa City during the college student riots. Francis spent six years in the Iowa National Guard headquartered in Iowa City with the 109th Medical Battalion in the 209th Medical Company and was discharged February 1970 with the rank of E5. As part of his military experience, Francis remembers one day out on a rifle range they got a case of tracer rounds mixed in with the live ammo.  When they were firing the tracers would hit the ground, and bounce into the timber which set the grass on fire which forced the range to be shut down and everyone had to go into the timber and help put the fire out. He received the Marksman badge in the M14, Carbine, and M1.

Francis was one of ten children. He was married on 12 April 1969 to Janet Dane and has two children Jane Driscoll and Brian Driscoll. He also has three Grandchildren. After his military service, Francis worked at the Hawkeye Lumber Company. He retired in 2006 after being the manager of the company for 27 years.
