Harvey D. Miller grew up with his parents on a farm outside Alburnett, IA. He was drafted from Cedar Rapids, IA into the United States Army in January 1951.

Harvey was assigned to the 10th Division, Ft. Riley, KA. He served in the Korean War from June 1951 through July 1952. During this time he was a forward observer for a heavy weapons company with the 27th Regimental Combat Team of the 25th Division. Upon his return from Korea in August 1952, Harvey was assigned as Cadre to the School of Standards, 31st Division Alabama/Mississippi National Guard at Camp Atterbury, IN.

He was released from active duty in October 1952 into an infantry reserve unit in Cedar Rapids, IA. Once back in Iowa, Harvey attended the University Of Iowa and went on to attain both a B.A. and an M.A.  He used these degrees to teach at the University of Iowa, University of Wisconsin, and the University of North Carolina. In New Castle County, Delaware Harvey was appointed the director of police in 1970 and in 1975 became the chief of police in Iowa City, IA. Harvey retired in 1988 and continues to reside in Iowa City. He has two children.
