On Thursday, November 15, candidate Jenny Carhoff filed a formal request for a recount of the 2012 Tiffin city council special election, held in conjunction with the presidential election.

In a formal recount, each candidate names a representative to a recount board.

  • Marvel Titone - representing Carhoff

  • Jim Bartels - representing apparent winner Royce Phillips

Michael Mooney, initially representing Carhoff, and Bartels agreed to appoint Bill Hanken as the third member. Mooney then withdrew from the recount board because of scheduling conflicts. Carhoff then named Titione to the board.

Ballots were re-counted beginning at 8 AM Tuesday, November 27 at the County Administration Building, 913 S. Dubuque St. The recount was completed by 1 PM on November 28. There was no change in the result between the original canvass and the recount:

Deadlines 

There is no requirement to wait until deadline dates for decisions to be made by the parties. Dates are measured from the date of the canvass (Wednesday, November 14).

3 days after canvass: Recount request deadline

7 days after canvass: Deadline to convene first two members of recount board to determine the third member.

9 days after canvass: Deadline for first two members of recount board to select a third member

11 days after canvass: Deadline for Chief Justice of the District Court to select third member of recount board if first two members do not agree

18 days after canvass: Recount report must be filed with the Auditor no later than 18 days after the canvass.
