Board of Health

The Johnson County Board of Supervisors announces two vacancies on the Johnson County Board of Health for three-year terms beginning Jan. 1, 2025, and expiring Dec. 31, 2027.

Duties of this board include leadership in promoting environmental, personal and public health through health promotion, disease prevention, education and regulation.

Specific responsibilities include:

            1)    Attending all regular Board of Health meetings and attendance at other functions deemed necessary to fulfill the mission of Public Health;

            2)    Facilitating resolution of issues that come before the Board; including matters that pertain to Administration, Assessment/Health Promotion, Disease Prevention, Emergency Preparedness, Environmental Health and Clinical Services Divisions; and

            3)    Maintaining an awareness of current public health issues affecting Johnson County.

Board of Health meetings are scheduled for the third Wednesday of each month at 4 p.m. in the Health and Human Services Building, 855 S. Dubuque St., Iowa City, and as needed. The Board also meets annually in a joint meeting with the Board of Supervisors.

Building Code of Appeals

The Johnson County Board of Supervisors announces two vacancies on the Johnson County Building Code Board of Appeals for four-year terms beginning Jan. 1, 2025, and expiring Dec. 31, 2028. One vacancy is for a person representing the plumbing industry and one vacancy is for a person representing the building industry.

The duties of the Building Code Board of Appeals are: to interpret the Johnson County Building Code and Amendments; and to hear and decide appeals of orders, decisions or determinations made by a building official.

The Building Code Board of Appeals meets at least once annually, on a January or February evening, with additional meetings scheduled in the event of an appeal or upon special request. Meetings are typically in the Johnson County Administration Building, 913 S. Dubuque Street, Iowa City.

Compensation Commission

The Johnson County Board of Supervisors announces 28 vacancies on the Johnson County Compensation Commission for one-year terms beginning Jan. 1, 2025, and expiring Dec. 31, 2025.

Duties include assessment of damage to all property taken by an acquiring agency and located in the county. No member of the Compensation Commission selected shall possess any interest in the proceeding which would cause such person to render a biased decision.

Vacancies include 

  • Owner of city/town property (seven vacancies);
  • Owner-operators of agricultural property (seven vacancies);
  • Licensed real estate salespersons or brokers (seven vacancies);
  • Persons knowing property values in the County because of their occupations (such as bankers, auctioneers, or property managers) (seven vacancies).

The Compensation Commission does not have a regular meeting time. The Chief Judge of the Sixth Judicial District selects six members from the Commission to serve during condemnation proceedings in Johnson County. Commissioners are compensated $200 per hearing for which they are chosen to serve. If the hearing is settled or canceled before proceedings, compensation will not be provided. Hearings begin at the Johnson County Sheriff’s Office, 511 S. Capitol St., Iowa City.

Conservation Board

The Johnson County Board of Supervisors announces two vacancies on the Johnson County Conservation Board. One vacancy is for a five-year term beginning Jan. 1, 2025, and expiring Dec. 31, 2029, and one is to fill a vacancy beginning upon appointment and expiring Dec. 31, 2028. 

Duties include responsibility for all real and personal property acquired by the County for public museums, parks, playgrounds, recreation centers and other county recreation purposes. The Conservation Board also plans, develops, preserves, administers and maintains all such areas previously described and prepares an annual budget for Johnson County Conservation, according to Chapter 350 of the Iowa Code.

Qualified applicants must be eligible electors of Johnson County.

Conservation Board meetings are scheduled for the third Tuesday of the month at 5:30 p.m. at the Kent Park Conservation Education Center, 2048 Highway 6 NW, Oxford.

Coralville Public Library Board of Trustees

The Johnson County Board of Supervisors is accepting applications for one vacancy on the Coralville Public Library Board of Trustees for a person residing in unincorporated Johnson County to serve for a six-year term beginning Jan. 1, 2025, and expiring Dec. 31, 2030.

While all Coralville Public Library Board of Trustees members are appointed by the Coralville Mayor with the approval of the Coralville City Council, the appointment of a resident of unincorporated Johnson County is also subject to the initial recommendation of the Board of Supervisors; thus, applications are submitted to the Johnson County Board of Supervisors Office.

The Coralville Public Library Board of Trustees is a seven-member administrative board, responsible for hiring the Library Director, approving the budget, reviewing and adopting policies, planning for the Library’s Future, and advocating for Library advancements. The Public Library Board of Trustees meets at 6 p.m. on the first Wednesday of the month in the board room of the Coralville Public Library.

Empowerment/Early Childhood Iowa Area Board

The Johnson County Empowerment/Early Childhood Iowa Area Board seeks new members to serve three-year terms beginning October 2024. The board consists of family members of children ages 0-5, residents, providers, community volunteers and elected officials.

The Johnson County Empowerment/Early Childhood Iowa Area Board represents the Johnson County area for the statewide Early Childhood Iowa initiative. Board participation is an opportunity for community members to contribute to decisions about how Early Childhood Iowa funds are utilized to assist Johnson County children ages 0-5 and their families.

Board members must reside or work in Johnson County. Board meetings are held monthly, typically on the third Thursday of the month from 6:30 to 8 p.m. via a hybrid format -- Zoom and in-person.

Historic Preservation Commission

The Johnson County Board of Supervisors announces three vacancies on the Historic Preservation Commission. The vacancies are for three-year terms beginning Jan. 1, 2025, and expiring Dec. 31, 2027.

Members shall be residents of Johnson County and demonstrate a positive interest in historic preservation. They should possess an interest or expertise in architecture history, historic preservation, planning, building rehabilitation, conservation in general, or real estate. Residents outside of Iowa City are especially encouraged to apply.

Historic Preservation Commission meetings are scheduled for the second Thursday of the month at 5 p.m. at the Johnson County Health and Human Services Building, 855 S. Dubuque St., Iowa City.

Livable Community for Successful Aging Policy Board

The Johnson County Board of Supervisors announces four vacancies on the Livable Community for Successful Aging Policy Board for three-year terms beginning upon appointment and expiring June 30, 2027. Three vacancies are for individuals affiliated with an aging/livable organization and one vacancy is for a resident of Johnson County. 

The Policy Board provides financial oversight, monitoring and program planning to support the vision of Johnson County as a livable community for successful aging. The Policy Board encourages and supports the efforts of governmental units, businesses, and private and non-profit organizations to help Johnson County be a model community for seniors.

Planning and Zoning Commission

The Johnson County Board of Supervisors announces one vacancy on the Johnson County Planning and Zoning Commission for a resident of unincorporated Johnson County. The vacancy is for a five-year term beginning on Jan. 1, 2025, and ending on Dec. 31, 2029.

Duties include making recommendations to the Board of Supervisors on matters relating to requests for rezoning and subdivision platting of property in the unincorporated area of Johnson County. The Commission also makes recommendations to the Board of Supervisors regarding updates to the Johnson County Comprehensive Plan and Unified Development Ordinance. Commission members may also make personal tours and inspections of sites for which rezoning or platting has been requested.

Qualified applicants must be eligible electors who reside in the unincorporated area of Johnson County.

Planning and Zoning Commission meetings are scheduled for the second Monday of each month at 5:30 p.m. at the Johnson County Administration Building, 913 S. Dubuque St., Iowa City. Special public hearings and work sessions can be scheduled at the discretion of the Commission.

Solon Public Library Board of Trustees

The Johnson County Board of Supervisors is accepting applications for one vacancy on the Solon Public Library Board of Trustees for residents living in unincorporated Johnson County to serve for a four-year term beginning Jan. 1, 2025, and expiring Dec. 31, 2028. 

While all Solon Public Library Board of Trustees members are appointed by the Solon City Council upon recommendation from the Mayor, the appointment of a resident of unincorporated Johnson County is also subject to the initial recommendation of the Board of Supervisors; thus, applications are submitted to the Johnson County Board of Supervisors Office.

The Solon Public Library Board of Trustees is a seven-member advisory board whose primary roles include advocating for the library in the community, planning for the future of the library, monitoring and evaluating the overall effectiveness of the library, setting library policies, and hiring and evaluating the library director. The Library Board of Trustees meetings are held at 7 p.m. on the fourth Monday of the month at the Solon Public Library, 320 W. Main Street.

Zoning Board of Adjustment

The Johnson County Board of Supervisors announces two vacancies on the Johnson County Zoning Board of Adjustment for residents of unincorporated Johnson County. One vacancy is for a five-year term beginning Jan. 1, 2025, and expiring Dec. 31, 2029, and one is for a term beginning Jan. 1, 2025, and expiring Dec. 31, 2025. 

Duties are established by Johnson County Unified Development Ordinance Chapter 8:1.28(A), and include the following:

Interpret zoning regulations in particular circumstances; and permit conditional uses, special exceptions and variances as specified in the Johnson County Unified Development Ordinance.

Qualified applicants must be eligible electors who reside in the unincorporated area of Johnson County.

The Zoning Board of Adjustment meetings are scheduled for the third Wednesday of each month at 5:30 p.m. Meetings are not held when no new applications have been filed. The average meeting length is one to two hours.
