Johnson County Empowerment/Early Childhood Iowa Area (formerly known as Empowerment) represents a collaborative group that includes citizen board members and community agency partners.  The local area receives state funding to address the needs of children and families from prenatal through age 5 years. 

Specific funding decisions are made by the citizen board and those decisions are driven by the Community Plan.
