Who Is Able To Vote
Only voters who live in Council District A are eligible to vote in the primary. If you live in District A, the Precinct And Polling Place Lookup will list your next election date as October 10. If you do not live in District A, it will list your next election date as November 7.

Voters in other Iowa City precincts will not be able to vote, and polling places outside District A will not be open on October 10.

A city primary is not a partisan primary. All voters in District A will be able to participate regardless of party affiliation.

How The Process Works
Iowa City requires a primary if three or more candidates file for a district seat, or if five or more candidates file for the two At Large seats. Only District A has enough candidates to require a primary.

The top two District A candidates will advance to the November 7 election. Voters may only vote for one candidate in the primary.

The At Large and District C contests will not be on the primary ballot. Those candidates have already qualified for the November 7 ballot.

In the November 7 City and School Election, all voters in Iowa City will be able to vote in the District A contest, the District C contest, and the At Large contest.

A city primary is not a partisan primary. All voters in District A will be able to participate regardless of party affiliation.

A city primary is not a special election. It is a regular part of the Iowa City charter. City primaries were common in the past but have been less frequent in recent years. The last city-wide primary election in a regular city election cycle was in 2011. There was also a city-wide primary in a 2018 special election.

Iowa City has not has a district only primary in a regular city election cycle since 1985. There was also a district only primary in a 1993 special election.

The only other city in Johnson County with a primary provision is University Heights, but our records do not show that they have ever actually needed to hold a primary.
Early Voting
 
  • Wednesday, September 20: First day in person early voting is allowed at the Auditor's Office, and first day mailed absentee ballots can be sent. In person early voting will be available weekdays 8:00 am to 5:00 p.m.
  • Monday, September 25 (5:00 pm): Voter pre-registration deadline and deadline to request mailed ballot. We must have your Absentee Ballot Request form in our office by 5 PM. In-person early voting and Election Day Registration are still available after this deadline.
  • Monday, October 9: Last day for in-person early voting at Auditor's Office. Johnson County does not observe the federal Columbus Day holiday, but there will be no mail delivery.
  • Tuesday, October 10: All domestic mailed absentee ballots must arrive at Auditor's Office before the polls close at 8:00 pm in order to be counted.
