Many issues related to planning and zoning are regional in nature, and cross municipal boundaries. The State Code of Iowa grants "extraterritorial jurisdiction" to incorporated cities, in which the cities have the authority to review subdivisions within two miles of city limits. In these "fringe areas," Johnson County and its cities have entered into cooperative agreements addressing mutual concerns about land use planning.

The previous fringe area agreement between Johnson County and the City of Coralville was approved on April 8, 1999, and expired on April 8, 2019. A replacement agreement has not been adopted. As such, extraterritorial review of subdivisions within 2 miles of the City's boundaries default to the provisions of Iowa Code Chapter 354. Without an adopted 28E fringe area agreement, the City's review is limited to subdivisions (per Iowa Code) and Conditional Use Permits (per the Johnson County Unified Development Ordinance).
